    Overview

    System Improvement and Migration - Migrate all Budget Supporting Offices (BSOs) currently utilizing STARS-FL to the audit tested SABRS Suite of Tools.  This will provide a financial management solution for the DON by equipping all end users with customized work flows, automated data feeding, and enhanced Business Intelligence capability.


    System Operations Improvement of Sustaining Auditability - Enable and sustain financial business process standardization and auditability and change Navy financial management operations to work in the SABRS environment in a way that makes Navy business auditable going forward.

    Job Responsibilities and/or Success Factors

    • Cross-walk “as-is” and “to-be” General Ledger posting logic (STARS vs. SABRS)
    • Develop and maintain Posting Logic library
    • Analyze STARS transactions by business process and identify posting anomalies as input to business process re-engineering efforts
    • Analyze impact of posting logic changes to business processes, SOPs, training, etc.  
    • As needed, develop input for quarterly updates to BPS flows and PCMs
    • Identify potential changes to Navy policies based on analysis of GL Posting Logic; prepare inputs to facilitate discussions with FMP-2

    Required skills and experience include

    • Bachelor's Degree in Accounting, Finance, Computer Science, Engineering, Mathematics, or Information Systems
    • Minimum 2 years of full-time (excluding internships) experience within the past 10 years of progressive experience providing financial systems or business systems services to Federal Government agencies or Fortune 500 companies
    • Knowledge of GAAP, General Ledger Accounts, and DoD Working Capital Fund Accounting practices

    Preferred skills

    • CPA or CISA certification
