Overview

The Fleet Numerical Meteorology and Oceanography Center (FLENUMMETOCCEN), under the direction of the Commander, Naval Meteorology and Oceanography Command, has the mission to collect, interpret, and apply global atmospheric and oceanographic data and information in support of strategic and tactical warfare and peace-keeping initiatives. Capability Assessment and Planning support services shall include facilitating and standardizing various cross-command planning processes and sub-processes, with a specific focus on transitioning capabilities expected to migrate from other organizations, such as the Naval Research Laboratory (NRL).  Gathering, synthesizing, tracking and reporting information regarding future capabilities will cross both technical and business areas and require coordination of senior-level stakeholders.

Job Responsibilities and/or Success Factors

  • Investigate and gather historical data concerning current FLENUMMETOCCEN operational capability and the projects expected to become operational
  • Review and assess future capabilities to be transitioned from NRL Monterey and other external entities against the established “as-is” capabilities, and identify gaps and/or shortfalls in the FLENUMMETOCCEN IT architecture with regards to supporting these future capabilities
  • Facilitate  and provide meeting minutes for all meetings lead by either the N-8 department head, the Deputy Program Manager or the N-82 Systems Engineer that involve  capability planning, capacity planning or requirements development of FLENUMMETOCCEN
  • Prepare for, attend, and deliver reports on all meetings and telephone conferences with personnel from Naval Research Laboratory (NRL), NAVMETOCCOM, various Program Executive Offices (PEOs), Naval Facilities, Naval Postgraduate School and Office of Naval Research, which will affect FLENUMMETOCCEN’s requirements
  • Create and maintain documentation used by N-8 for capability assessment, planning, and implementation of requirements

Required skills and experience include

  • Secret Clearance
  • 3 years of experience coordinating / communicating with managers and technical personnel
  • 2 years of experience tracking projects / programs / processes
  • 1 year of experience facilitating cross-command projects / programs /processes
  • 2 years of technical writing/speaking experience
