Overview

Spry is looking for a Contracts Manager with 5+ years of cradle to grave contracts administration experience who can manage the successful administration of multiple complex contracts within the Federal Government Contracting arena. This individual will apply extensive technical expertise regarding contracts administration and must possess the ability to manage multiple priorities which requires excellent project management skills. Responsible for contracts administration support, including pre– and post–award contract administration and maintain responsibility for managing and administering contracts, subcontracts, modifications, and task & delivery orders. The successful candidate will possess leadership qualities and be able to provide sound advice and counsel on a wide range of contractual and business issues. The Contracts Manager will operate under moderate supervision and perform in all matters involving the interpretation and application of company contracting policies and procedures. This individual will represent the organization as part of the Strategy Service Center and interact with senior internal and external personnel on matters often requiring coordination between organizations.

Job Responsibilities and/or Success Factors

  • Maintain contract and subcontract files and ensure compliance with federal reporting, regulations, policies, etc. Compile and maintain all required contractual records and documents in accordance with contract requirements and Company policies and procedures
  • Manage GWAC and Schedule contracts including, compliance with terms including limitations on subcontracting, modifications to add labor categories, and ensuring timely and accurate payment of contract access fees
  • Provide oversight and resolve contractual issues that may arise in performance of contracts and task orders with a focus on mitigating Spry’s risk while meeting the customer’s needs
  • Draft terms and conditions for contracts / agreements
  • Negotiate subcontract agreements, prepare small business subcontracting plans on proposal efforts, and ensure appropriate prime contract flow downs and firm or agency provisions are incorporated into subcontract agreements
  • Work collaboratively across all areas of the business to meet contractual requirements, at all times presenting knowledgeable and unified company to our customers
  • Advise management of contractual rights and obligations in accordance with contract terms, FAR/DFAR and other government regulations
  • Support Program managers, and Business area leads, providing sound business advice and counsel to line of business at all levels as required
  • Serve as primary point of contact between Company and the Customer for all contractual matters on assigned contracts and projects including business agreements
  • Perform research on contracting and compliance related matters and providing sound business advice and counsel to Operations management and functional departments in accordance to bid specifications, FAR/DFAR, other government regulations and internal policies
  • Ensure proactive maintenance of contracts documentation
  • Examine performance and contractual deliverables/requirements to ensure accuracy, completeness, and adherence to bid specifications and contract term
  • Review prime solicitation packages and draft, issue, and respond to subcontract solicitation packages to support prime proposal
  • Provide value added analysis of solicitation terms and conditions, identifying risks as well as mitigation alternatives
  • Provide timely support to proposal team by reviewing the solicitation, identifying questions, concerns or ambiguities and taking appropriate action
  • Supports the development of effective cost and offer volumes, and develop intellectual property and organizational conflict of interest (OCI) plans as required
  • May support negotiations and administration of Non-Disclosure, Teaming, Subcontractor documents, and other Agreements in accordance with corporate policies and procedures, coordinating legal reviews as appropriate
  • Manage heavy workload and meet deadlines independently; prioritizing tasks/deadlines and working on multiple tasks simultaneously is key
  • Understands the business case and financial/analytical issues and profit and loss implications

Required skills and experience include

  • Bachelor Degree with at least 5 years of contracts/subcontracts administration experience in the area of Federal Government contracting
  • Expert Working knowledge of FAR/DFAR, export and other government regulations and the ability to execute and interpret these regulations within complex contracts
  • Knowledge and experience supporting GSA Schedules, GWACs, IDIQs, and BPAs
  • Understanding and experience using all contract types, including but not limited to Fixed Price, Cost Reimbursable, and Time & Materials (T&M) contracts
  • Experience with negotiating contracts/subcontract terms and conditions and negotiating non–disclosure and teaming agreements
  • Must have excellent interpersonal, oral and written communication skills
  • Strong proficiency using Microsoft Office, with advanced Excel and Word skills
  • Ability to multi-task and complete work assignments within tight deadlines
  • Proactive; self-motivated; energetic
  • Highly organized and results oriented - takes ownership and follows through
  • Operates as a team player, and willing to go above and beyond to ensure completion of tasks according to deadlines
  • Ability to utilize central electronic repositories; i.e. SharePoint, OneDrive, etc

Preferred skills

  • Certified Professional Contracts Manager (CPCM) from National Contract Management Association (NCMA)
  • MBA, JD or Advanced Graduate Level Education
